Shane Joshua Barter is professor of comparative politics at Soka University of America, in Aliso Viejo, California. He has worked with Forum-Asia, the Carter Center, the European Union, and the government of Canada. His previous books include Civilian Strategy in Civil War, Fighting Armed Conflicts in Southeast Asia, and, with William Ascher, Moving Within Borders.
